UNHCR Handbook

The UNHCR Handbook on Procedures and Criteria for Determining Refugee Status has developed the status of soft law. In Tantoush v RAB, the court used the handbook as “an aid in interpreting and implementing the Refugees Act” [Khan, F & Scheier, T Refugee Law in South Africa (Juta, 2014) 172].
